Die Tabula Heracleensis: Neue Interpretationen und Perspektiven. Teil II: Die lex Iulia municipalis

Abstract
Parts 3, 4 and 5 of the Tabula Heracleensis are excerpts of a law which applied to all Italian municipalities, colonies and prefectures. It is first argued that the stipulation in line 122, which has been thought to be an indication of Sulla’s proscriptions, must be understood in a different way and that therefore the dictatorship of Sulla cannot be regarded as a terminus post quem for this law. This observation leads to the conclusion that the law quoted in the Tabula Heracleensis is identical with the lex Iulia from 90 BC. The lex Iulia presents the result of a long process which began in the early 4th century BC and which enabled the Roman state to gradually integrate the subdued peoples and cities of Italy.
